I can’t find who does it for a sector 1 feat. Google tells its ST Han but that's clearly off the mark. Inquisitors don’t cut it either despite being ultimate debuffers. Can anyone give a hint?

As chpMINIsolo mentioned it's well worth a look. Not just for Conquest, but it also has a GAC planner and datacron advice. Plus links to videos that might be useful.
Just FYI since I don't see it mentioned here the BD only triggers on basic on STL own turn, so any assists will not trigger it.
