Are you sure it isn't working correctly? This could simply be RNG. For instance, XB and Ig2000 (2x) specials both inflict target lock. Slave 1's basic also inflicts target lock and can attack up to 3 times. So if XB attacked with its special and called Slave 1 to assist, which is likely at R8, then that would be potentially 4 target locks alone.
Then read the description in Vader's Bounty:
Whenever a bounty hunter ally deals damage from a basic ability, they inflict target lock on the target enemy for one turn.
So Slave 1 will try to inflict target lock anyway, then Executor will also inflict target lock, but they don't stack so it would just refresh it.
If you suspect there is an issue, the best advice would be to record your next battle in case it happens again.
