Until he's on a majority of #1 teams per the meta report, he's not meta.
Meta is commonly referred to by the acronym "Most effective tactic available". It's not "Most used tactic available. A team with C3PO might actually be the best possible of all teams, which would make it the true meta. But it always takes time for the community to catch up, since it takes time to gear up, experiment, discover and finally embrace the latest meta.
Anyway, time will tell.
I also use meta to mean "most effective tactic available," but I think some people use that to mean it is the #1 team on the swgoh.gg meta report. The meta report is intended to gauge which team is the most effective tactic for arena, and it is usually pretty accurate. If the majority of players with an swgoh.gg account are using a specific team comp, there's a very good chance it's because that's the most effective team. Whales are disproportionally represented on swgoh.gg relative to the entire player base (for obvious reasons), so the lag time to catch up with the "true meta" is not as great as you might expect.
I've always read it as Most Effective Team Available. This feels really different all of a sudden.
