Can someone explain K-2SO's Zeta ?

So it's 20 zetas and 13 omega for this ? https://gyazo.com/3ab5b91b723a40f8ef29e023f55a0930 Wouldn't that be too much?

No? That appears to be the normal progression for zeta'ing unique abilities.
