Nebit's protection up is based on his own health, not the recipient's max protection, so it doesn't apply to this.
I don't run rebels so I haven't bothered to even look at Jyn's kit (not doing more than a couple token fights in this next tournament); if she introduces protection recovery (not protection up) then the "introduction to protection recovery in regular battles" has already happened :)
