No it cannot be resisted. However what is probably causing confusion is that something can be immune to Tenacity Down like Treya in HSTR and it will say "resisted" when you try to apply it to them.
If it could be resisted it would defeat the purpose of Tenacity Down since it exist so that you can land debuffs on things you normally couldn't but if it could be resisted then anyone you wanted to use it on would just resist it making it pointless.
