Well, yes, if you are talking about the Sith Triumvirate Raid Darth Nihilus. But that is a Raid Boss, they operate under different rules (as specifically mentioned under the Galactic Legend Unique ability)
A Player Darth Nihilus versus a Player Galactic Legend can use his Annihilate Special Ability, but the result will be to inflict Massive Damage (99,999, further mitigated down to 69,999 by the Galactic Legend Unique reducing damage by 30%), and as the OP was specifically talking about using characters with destroy effects as counters to GL’s, the raid bosses hadn’t entered into the conversation.
