Fracture is the worst strategy against her. Every hit adds 40% to someone who won't take a turn until Thrawn does/dies.
Do everything you said except fracture. Use Thrawn basic. Apply speed UP so her turn comes faster. Pile on debuffs & stun then Culling Blade AFTER her turn.
