Phoenix aren't necessarily required for Palpatine but you may as well use them as you'll want to get them.
They do consist of two Jedi which leaves 3 more for Yoda to get, which ones I'm not sure, probably Old Ben is one though.
Empire for R2, which is where Thrawn and Palp come in. That leaves 3 more, Vader will be one whom you'll just get from achievements and once or twice per century in the fleet store.
The list could go on for some time but the common answer you'll get is Phoenix to start with, then Empire then I think First Order then whoever you need for Mary Sue and CLS.
