My partial farms were from when I was newer and greener. Now, grizzled and blooded, I would mostly agree with you. However, in early game, 5* heroes can take you a long way. Those 6th/7th stars take a long time.
When you consider that it takes 145 shards to get up to 5* and another 185 shards to get up to 7*, it becomes tempting to have two 5* for fewer shards than one 7*. It really depends where you are in game progression.
I think you can safely leave a hero at 6* for a while if you want to bring another one up. Above L70, might as well go get that 7*.
You are absolutely right! I forgot about the early stages of development, if you are a new player, you should go with partial farms! I'm in an old server my response was biased.
