I get it, but the way it works is pretty dumb. I’m going against guys with AA speed of 147, all 6 dot mods, with capital ship speed of 179. My AA has speed of 246 but only four 6 dot mods, so capital ship speed 177. The speed of the underlying crew member should count for SOMETHING. Well, now that you know, you can remove those high speed secondaries from Ackbar and give them to characters that actually need them.
