Capital ship stats are largely meaningless, but are just there because all units need stats. Things like offense might be relevant, but health is not. Ship stats are based on crew power, so any apparent discrepancies are probably explained by the fleet commander.
That's what I thought, but because they don't have health or protection I thought that maybe there was a reason they had tenacity. Thanks!
