Carth and Juhani

You'll soon notice a pattern that the game updates always happen on Thursday evenings.

They only went to shipments 3 weeks ago. The cadence is to go to nodes 4-6 weeks after going to shipments.

I think the only reason the shipments date happened so late was because CG was on winter break before that

Or CG wants to give us a week less to farm them before they are required for something. That way they make more $$$ from people who are close but not quite close enough to getting them 7*.

swgohevents has them dropping sometime between 2019/02/06 to 2019/02/20. They've been pretty accurate thus far

character put into shipments (Carth & Juhani took 5.6 & 5.7 weeks respectively)

character put into "traditionally farmable location" (it's been 3.1 weeks as of the time I type this).

Nope. It’s 4-6 weeks to go to shipments and they were within that window.
