So the answer is none of the above.

I'd say the top Rebel duo is FAT and CLS even if they don't have built in duo only synergy.

Giving FAT counterattack gives her stupid amounts of survivability (bonus protection every turn which causes her to gain health every turn, not just on hers either).

The top Rebel duo is CLS+R2. Just look at the meta report.

That's because lots of people have R2, but not many have FAT. Once people start seeing that combo in action I bet we see them hit number one in the META report as well quickly.

Impossible. Good combos catch on because people see them in action and she'd never be number one anyway, it would be CLS over her.

My time estimate is: as long as it takes people to see the combo and copy it.
