Its still an assumption that the taunt would reapply before fracture and not after.
No, it isn't. That is the way the mechanic is executed. Old Ben is putting up taunt as a result of the dispel and before fracture is applied. The question is whether or not this is the way they want Old Ben to work. This is fixed, as scuba has said, by making the Fracture debuff applied first. We don't know if they want it to work that way or not, but as currently constituted, the explanation is how it works.
