With the introduction of the journey guide, you can put 5 dot mods on all your pilots, take a shot at the event and improve your pilots step by step in between your attempts until you feel, that they are strong enough and it's only a matter of RNG.
If this is you, then upgrading Biggs to g11-g12 won't hurt you, since he's essential with your future HMF fleet.
