There are people who, in the course of rerolling accounts to try to get the best start, would make a whole bunch of accounts and level them to 28 (when arena opens) to see where they fell on the leaderboard at the time. The goal being for the account they wanted to actually use to be at the top of a new leaderboard that just started. So they would join and see the rank steadily go down until it got close to 20,000 and then the next one would wind up at rank 10 something, so they knew the last leaderboard had filled up and a new one had started. Then they would have the account they planned to use hit level 28. None of this is important except to say that it's well-established.

This system is highly unlikely to change. Arena is specifically designed so that you are competing against people who have been playing roughly as long as you have and are on a level playing field. And the Devs have said that they do not shuffle leaderboards and have no intention of doing so.
