Echo truly comes into force at gear X with omegas from personal experience. Double heal and some extra power on his primary is needed.
I run:
Rex XI
Echo X, Omega on Primary & Passive
Fives IX, Omega double tap
Leia (instead of CS), Omega stealth
Sun Fac
Generally #1 on my shard at moment, I find Sun Fac solved the Ben / Han situation, replacing my RG, as if RG is also in the opponents mix it takes too many turns for Echo's grenade to refresh after Han. I'm thinking of switching out Sun Fac for B2, got it 7*. In trials Echo triggers off of B2s multi attacks, so some synergy. So I'd bolster Echo to gear X and look at an RG switch out.
