confused over arena speed

I know zMaul gives a 20% tm bonus at the start of each encounter which would explain Dooku going first, but the other guys should still be slower. He's also not stunning Poe or r2 first so im not understanding why it isn't business as usual...poe exposes, r2 can either stun, burn or stealth, rest of resistance gets rolling...
