I think you are mixing up the protection bars and turn meter bars. The blue bar on the top right corner is Paploo's Protection, not turn meter. He is recovering 5% health and Protection every time he gains a status effect, which is at least 10% of both whenever you attack him (Geo Soldier and Poggle's basics inflict debuffs). This increases if you inflict expose from Spy or GBA for example.

Right, OK. You hit Teebo for the first time and all his TM goes. I'm not sure what your issue is. You can't remove TM if they don't have any.
He doesn't get any TM for the rest of the match. You are outspeeding both Ewoks.
Edit: your maths is off too. Assuming the TMR isn't resisted, you are removing 44% TM each turn. 39% from the disk and 5% for the Hive Mind bonus from Poggle.
