Yeah, the player attempting to inflict armor shred is not what they mean. The actual game mechanic has to happen.
So if they dodge, the system does not get to the step where the debuff attempt happens.
Same for most instances where the attack kills them. The damage is applied before the debuff, then there is no enemy left to do the check.
There are a couple of abilities in the game where the sequence goes effect then damage, like Jyn Erso does her TM swap before damage, but almost every other ability goes damage first, other effects after.
