Conquest: Initial Tether Tech does not work

Looks like Initial Tether Tech consumable does not work as it states in the description. At the start of the encounter all enemies should be inflicted with Ability Block for 2 turns which can't be resisted. I was using it against DR Boss team in Sector 3. And immediately was hit by all sort of specials from Darth Revan and accompanying chars. So it does not block any abilities as the description states ("which can't be resisted").
