Conquest Lord Vader (Hard): Why doesn't Darth Vader lose TM when damaged?

According to the buff they all get, they will lose 50% TM when damaged by an enemy attack. However, Darth Vader does not. This makes it impossible to orevent him from Mercilessly Massacring my entire ...

P.S. I managed to finally get it by stunning RG and schlurping more Mastery with SLKR that way!
