As far as I know IGD is the only toon with a leader ability that gives counter chance. If they were gonna give that leader ability to someone else who should should it go to and what faction should it...

I think Dave said it right scoundrel tag would be great for a counter leader ability
Another one I can think of is jawas. They do low damage so you could put it on the regular jawa and it would buff them considerably as a whole. If doing it on jawa I'd make it at least 30%
