It also does not seem to work simply because I will have enemies go and subsequently use their abilities despite my DT having around 70% potency.
I have similar problem, I guess the cooldowns increase should work out more often. But I think it all come down due it can be resisted. Diferent from other toons like Vader or nihilus where it cannot or have a % chance to inflict.
