Yes because Fracture and Use the Force are very specific in their wording:
Use the Force:
"Deal Physical damage to target enemy, Dispel all buffs on them, remove 100% Turn Meter, and inflict Buff Immunity and Tenacity Down for 2 turns."
Fracture:
"Deal Special damage to target enemy 4 times, dispel all buffs on them, remove 50% Turn Meter, and inflict Fracture until the start of Thrawn's next turn, or until Thrawn is defeated...(yada yada yada)"
In both cases:
Step 1 - damage target
Step 2 - dispell/cleanse target
Step 3 - TMR
Step 4 - Fracture/Buff Immunity
Old Ben's zeta on Devoted Protector is instantly activated between steps #2&3. His 2-turn taunt is cleansed then immediately DP kicks in and he regains taunt for 1 further turn. Then the TMR and Buff Immunity occur.
