Does Health down help Health steal?

If a character like Rey gets health down inflicted, (she's at 25% hp right now) then she hits for 35k on her special, gaining 3500 health from her hp steal, if she has 10k hp on hp down, she went from 2500 to 6000, getting her slightly above green at 60%. Then up down goes away and she's still at 60% but if her original hp is 20k did she just gain 12k health because 60% hp increased from hp down leaving?
(Ignore the numbers stats they're just examples)

    Yes, and it also helps for heals (not percentage of health ones, but percentage of the healer's health ones).

    However, it still hurts more than it helps. It's a bit like buff immunity and thrawn: buff immunity prevents you from getting thrawns speed up debuff... but buff immunity is still not something to be happy about ;) Same applies to health down: generally you will get hit for a lot more than you can heal back.
