Does stagger count as TM removal for Death Star Galactic Challenge?

How can you see how it is coded?
By coded, I mean the state it checks for is different from a normal TM removal check. If you look at CLS, his TM removal condition is checked against the enemy unit.
Gideon is different again in that it does everybody and yet only the enemy TM is counted in the total.
