Does stagger count as TM removal for Death Star Galactic Challenge?

I just completed the top tier of the Galactic Challenge with my gear 10 palpatine and gear 11 Mara jade. I’m pretty sure with all the staggers from Mara jade that I removed more than 400% tm but I was...

I tried the Challenge with Veers, Piett, Gideon, Dark, and Range, Gideon TM removal first turn, killed everyone quickly and no feat. Then subbed Starck for Range. Same sequence except Starck stagger and Dark aoe to trigger the stagger, got the feat.


This is how I got it. Gideon is pretty much made for the TM removal feats.
