Dooku and Sid need scaled down

yes, you read that right....7 times. I hit him 4 times, so he counterd 4 times, with 3 separate bonus attacks for good measure.

You hit Sid 4 times with one of the strongest attackers in the game and she didn't kill him?
I'm pretty sure you're either bringing an incredibly weak Rey to the party or you're exaggerating quite a bit.
She is a 4* gear 7 level 62.
I was up against a level 69 7 star dooku, a couple were deflects or evades or whatever.
Evades don't trigger Counterattacks, tho
They do. That's the thing you Dooku lovers don't realize. Dooku's counter procs on any touch. Take Old Bens utility. It does no damage and still procs the Dooku counter.
