Well, I put B2 in my team today and give him the most speed of all my droids. When JE use his ability everyone except HK go to 100% turn meter and all the 5 times was B2 who acted first. I'm really not sure it's purely RNG based, I do think that the droid with more turn meter that hits 100% goes first, wich means the faster droid goes first after JE.
