Empire Team improvement advice please :)

Are you considering Sith, since this is an EP team? The Triumvirate, SiT, Fallen Shan and sometimes Dooku/Sass are all good options. The Triumvirate and Sith Empire do have their own teams tho, so this is assuming those teams aren't complete for you.
As for Shore versus Storm - if the Reaper doesn't sway you (it's unique can let a slower captial ship move first partway through the match, so you can reach ult first) then I'd look at the incoming damage - if critical hits are a decent portion of them, go with Shore. Else, Storm. Assuming farm ability for either isn't an issue.
