Ewok Scout's basic 55% TMR. Opponent tenacity decrease that 55%
I got mine modded for speed CC CD and offense. I wonder though if bringing his potency to 50-60 would be good

I'm not sure what the second sentence of your topic title means but this is what happens:
Ewok Scout has a 55% chance to remove turn meter
If Ewok Scout is removing Turn Meter, there will be a potency vs tenacity check, if Ewok Scout passes the check, opponent loses 50% Turn Meter
Ewok Scout can be at 200% potency or 2% potency, there is no way to manipulate the 55% chance of reducing Turn Meter
High potency Ewok Scout ensures that when he is reducing turn meter (55% of the time) opponent does not resist the TM reduction
