Executrix Fleet Mastery Technique Confirmation?

I've googled, but not sure I have it right. Please confirm or correct my errors. Fleet mastery returns monthly and runs for three days. Each completion gives 15 shards and you need 145 total to ...

No, the fleet mastery events are only to get 6* capital ships to 7*. You only get to do it once a month unless you pay to refresh. It's 2 million credits to promote a cap ship from 6 to 7, not to unlock. I'm not sure how you got everything so mixed up.
