Comes down to where you want to use them, Arena- FO, HAAT-Resistance. But even then Kylo zeta'd and Phasma are both useful, in HAAT P1 and Pit, respectively. But Resistance only needs 2 Zeta'd toons to be effective, R2's Number Crunch and Finn's Balanced tactics.
