Your best strategy is to farm a stronger team. Check the Journey guide; considering your roster and the fact that you seem to like FO, GL kylo is an interesting long term goal. You’ll get more teams in the process (rebels to unlock 7* palp, thrawn if you do it with phénix; palp, thrawn and vador will then be the core of a solid empire team). No need to gear up every fo until you’re close to your goal. The second fo team you’ll get is not very good, your gear will be more useful elsewhere. Don’t forget finaliser, ships are a long farm. Sorry for not being helpful with your problem in the short term though :(
