That's what your top 20 looks like? My top 20 has lots of variety, with tons of whales too! I just checked, and 8 of my top 20 runs that list that you speak of. The whales on my shard are generally not running it -- the TFP/FOTP/Vader/Reaper/Biggs list tends to be more weighted towards the f2p players.
If you want to win in fleet, you have to invest in it like in arena. Push all your pilots to G12 and then G12 pieces. Or, you can get creative and just beat them with other ships. I don't even run Biggs and only fall to about rank 20.
