No, if the enemy went first, with mirror compositions. There are options that are at the beginning of your turn. JMK is already dead. Which gives 99% defeat.
If you have even one fighter that can go first then yes, you can manipulate the turn order and there are multiple fighters which can out-speed both Negotiator and Anakin's Eta-2. I do it every day for my fleet arena climb.
Or as DarjeloSalas and others have noted you can avoid the mirror. A 5-star Malevolence can beat a 7-star Negotiator if you have your fighters powered up and you know what you are doing. Some Negotiator lineups are more difficult / risky but all are beatable.
