Raddus with HT can pretty easily beat Malevolence, Tarkin Empire/Sith with Tie Bomber most of the time can win with Negotiator, Home1 with Y-wing and Bistan can defeat both Negotiator and Malevolence. Finalizer easily win against Home1 - right now fleets are pretty balanced. Problem is that people are comparing maxed Negotiator/Malevolence fleet with all pilots r5-r7 to Rebel/Empire fleet with g12 pilots ;)
