Fleet question: what does "Enter Battle" mean?

Guys, what does "Enter Battle" mean for fighters? They gain this buff when summoned from reinforcenents? Or the buff works right away, if the fighter starts the encounter (first three fighters) ...

Yep. Those abilities only go off when you call them as a reinforcement.
