You underestimate tarkin's leadership ability. Dont be surprised if he becomes a game changer. The extra speed can continue to keep Dooku and Sid as potent attackers. Now I will assume you wouldve got RG in by that stage. Overall a team which could be great for stuns, TM manipulations, offense down & defence as well.
But you're talking about an Empire team, not the same than Sith team. Darth Vader in the only empire Sith on game, i think EA and Disney inspire his Sidious on clone wars edition so that's the reason why he's not part of the Empire.
