Max health dmg is based on the enemy!
Ordo gets an huge increase in offense.

Wow, you are good at typing question marks. Checked swgoh, looks like my client has incorrect translation of abilities and additional damage is indeed based on target. But bonus protection for Padme team will still get nice boost from G13. And if you really think that G13 on Ordo is positive game-changer for your roster then no one can stop you. But i'd refrain from such statements based on pure numbers and one biased video. He may or may not be good, all I say that it's may worth to analyze other options before making decision.
