What is the the point of the Retribution effect combined with the Planet Modifier??? It doesn't seem to have affected the Clones. Is this broken? My r7 BHs sure feel like it..

My r7 Jango as Leader has 315 speed. It's not enough.. Bossk as Leader puts Echo as the weakest, can't focus on 5s, can't seem to stop Rex from his one shot kill..
