Galactic Challenge Bugged?

I’ve been using Raddus which dazes empire units that gain bonus turn meter. Well almost in the beginning of the battle they are all dazed. But as soon as GI uses a special they are still doing an all out assist. I see no reason why this isn’t a bug.
