Galactic Power Value per credit - mods vs character levels?

What is the most efficient use of credits in boosting galactic power? Is it leveling a character or is it leveling the mods on a character? Goes anyone know the GP boost/Credit spent on both of th...

Am I missing something? It seems upgrading gear tier isn't increasing GP. Each individual piece added was increasing GP, but not hitting a new tier. Just geared up Hoth scout from nothing to g7. None of the individual tiers increased GP. Also, the first few ranks of abilities didn't increase GP either. Bumped his abilities to 3 with no increase. Will look at abilities more tomorrow when I get more purple mats.
