Galactic Power Value per credit - mods vs character levels?

Increasing gear tier raises character stats, but not GP, correct. Raising abilities should raise GP, regardless of the ability's level. I have all characters at level 3 abilities or higher, so I can't test to make sure that the value is working the way it should, but it definitely should be raising GP.
