Galactic Power Value per credit - mods vs character levels?

What is the most efficient use of credits in boosting galactic power? Is it leveling a character or is it leveling the mods on a character? Goes anyone know the GP boost/Credit spent on both of th...

Okay. Just tested rank 2 and 3 abilities on another character. It's not updating until another update is forced, or backing out of the character.
