Gear 12+ and Speed mod bonus

Does the 10% speed bonus from a full set of mods not include the speed you get from G12+ mods. My Sion for example: Base speed with G12+ = 149 Speed bonus from mods = 129 10% bonus = 15?? (not ...

G12 is not a closed gear set so that speed is not included in the mod calculations.

And it always rounds down.
