The correct answer depends on what you have in your roster and what you're facing if on offense. If you have a fast geared up hoda that isn't being used elsewhere, then that's a good option.
I personally use my hoda as a 5th in many different teams if I'm facing ns to help keep the plague at bay. Which team depends on how strong the ns are but it is rarely revan since that's overkill.
On offense, the most efficient option is to leave the spot empty if you can manage it. Once again situational and depends greatly.on what team you're facing.
That's why you flat answer of hoda is best isn't always right.
