Uh like the other GL's don't have massively overpowered attacks? Pretty sure Rey basically gets an instakill anytime an ally falls below 60% health.

JML was considered the worst GL for a long time before they buffed him. And I'm not saying LV should get an instakill. But his damage should be increased while he does MERCILESS MASSACARE. His attack damage is no where near on par with other GL's. If that is obvious to you there's no point in discussing anything because you're clearly out of your mind.
